Use 「東京の冬は寒いです」 to describe a place’s climate by season or month.
How it works

In the same city, Tokyo, winter is cold and summer is hot. You can describe a place’s climate by season.

In 「東京の冬は寒いです」, 「の」 links the place and season, and 「は」 marks the topic.

You can replace the season with a month: 「東京の八月は暑いです」 describes what August is like in Tokyo.

If it is already clear you are talking about Tokyo, you can leave out the place: 「冬は寒いです。夏は暑いです」.

In 「北京の冬はとても寒いです」, adding 「とても」 emphasizes that it is very cold.

「あまり寒くないです」 means “It is not very cold.” Use 「あまり」 with a negative form.

Look at the four seasons in the picture: all are warm. 「一年中」 means all year round, not just one season.

「ハワイは一年中暖かいです」 means Hawaii is warm throughout the year. It does not mean the temperature is the same every day.
