〜には~ni wa
requirements to reach a goal
Use 〜には after a verb’s dictionary form to state what is needed or ask how to achieve a goal.
How it works

What do you need first to use the library? The library card in the picture is a requirement for achieving that goal.

Before 「には」 comes the goal you want to achieve. After it comes a requirement for achieving that goal.

Attach 「には」 to the dictionary form of a verb, as in 「利用するには」 and 「借りるには」.

The requirement can also be something you must do. To book the meeting room, you need to submit an application first.

When you do not know what to do, use 「には、どうすればいいですか」 to ask how to achieve your goal.

Here, 「には」 means “in order to achieve a goal.” It does not indicate where an action takes place.
