〜につき~ni tsuki
per unit; due to
「〜につき」states an amount per unit or gives a formal reason in a notice.
How it works

One stamp for every 1,000 yen. What about 2,000 yen? 「につき」 means “per unit.”

For units, it follows nouns such as a number of people or an amount of money and gives the quantity for each unit.

The machine is broken, so it cannot be used. Here, 「につき」 gives a reason, not a unit.

For reasons, use 「名詞+につき」 (noun + につき). It is common in formal writing, such as notices.

In the example, 「一つまで」 sets a limit of one per person. It does not mean everyone must buy one.
