〜をめぐって~ o megutte

Use 「〜をめぐって」 to introduce opinions or issues concerning a topic.
How it works

Different opinions arise around the same plan. Which plan is everyone in the picture focusing on?

It follows a noun, as in 「原子力発電の利用をめぐって」, meaning “concerning this issue.”

「をめぐり」 and 「をめぐって」 have the same meaning. The former is often used in written reports.

Use 「をめぐる」 to modify a noun, as in 「建設プランをめぐる議論」.

The energy example lists issues of cost and supply. This pattern can also introduce related challenges; there need not be an argument.
