〜上の~jou no
related to an aspect
Use 「〜上の」 before a noun to specify the aspect or field it concerns.
How it works

Which aspect is the concern in the picture about? 「セキュリティ上の懸念」 means concerns about security.

「上の」 specifies the aspect, field, or standpoint that the following noun relates to. It does not indicate a position above or below.

Noun naming a field + 上の + noun: 「健康上の注意点」 specifies that the precautions concern health.

In the examples, 上 in 「健康上」 and 「制度上」 is read 「じょう」, not 「うえ」.

「制度上の課題」 points to issues with the institutional framework. It does not mean that every aspect of online medical care is problematic.
