〜かねます~ kanemasu
cannot accommodate a request
Use 〜かねます in formal service situations to politely say a particular request cannot be handled under the current conditions.
How it works

The passenger wants a refund. Can the attendant process it? This sentence politely says that the request cannot be handled.

Remove 「ます」 from the verb’s ます form, then add 「かねます」. In the example, the remaining stem is 「対応し」.

Even without 「ない」, it means that complying is difficult or the request cannot be handled. It does not mean agreeing to the request.

This expression is common in formal settings such as business or customer service. An apology or reason helps soften the refusal.

The focus is on being unable to fulfill this particular request. This expression is generally not used simply to say that you lack a skill or ability.

In the example, 「車内では」 limits the place: refunds cannot be processed on board. It does not rule out refunds altogether.

The seat-change example first explains that the train is crowded, then refuses the request. A refusal under the current conditions does not mean it is never possible.
